I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 28th January forwarding copy of a note from the Netherland Chargé d'Affaires with regard to a conference which it is proposed to hold at The Hague in May next to consider the question of putting into force the Opium Convention of 1912.
The Board concur in Sir E. Grey's proposal that His Majesty's Government should be represented at the conference by Sir W. J. Collins and Mr. W. G. Max Müller. They trust that an official announcement of the intention of Austria-Hungary to sign the convention will be in the hands of His Majesty's Government before the conference meets, so that this last obstacle to the ratification of the instrument on behalf of this country may be removed.
